The US Department of Commerce (DOC) has announced that it has initiated two investigations on rebar from Algeria, Bulgaria, Egypt, and Vietnam. The antidumping investigation on reinforcing bars from Algeria, Bulgaria and Egypt covers the period between April 1, 2024 and March 31, 2025, while the period for Vietnam is between October 1, 2024 and March 31, 2025. Meanwhile, the countervailing duty investigation on the given products from the four countries in question covers the period between January 1, 2024 and December 31, 2024.

The investigations were initiated following the petitions filed by US-based law firm Wiley Rein LLP, alleging that the producers in the given countries are benefiting from government subsidies and selling reinforcing bars in the US at unfairly low prices.

The US International Trade Commission must reach a preliminary determination in the investigations within 45 days after the date on which the petitions were filed on June 4, 2025.

In the first two months this year, the US imported 57,206 mt, 78,644 mt, 26,466 mt and 35,200 mt of reinforcing bars from Algeria, Bulgaria, Egypt, and Vietnam, respectively.

The products currently fall under the codes 7213.10.0000, 7214.20.0000, and 7228.30.8010.

The US has determined that specified volumes of steel product imports from the European Union will no longer threaten to impair national security, according to a statement by US President Joe Biden. Therefore, the tariff-rate quotas (TRQs) for steel and aluminum imports allocated to the EU have been extended for another two years until December 31, 2025.

The tariff-rate quota volume specified in the 2021 agreement between the United States and the EU, totaling 3.3 million mt, remains consistent with the objective of reaching and maintaining a sufficient capacity utilization rate in the US domestic steel industry, Biden said.

The US International Trade Commission (ITC) determined that revocation of the existing countervailing duty orders on carbon and alloy steel wire rod from Italy and Turkey and revocation of the existing antidumping duty orders on carbon and alloy steel wire rod from Belarus, Italy, Russia, South Africa, South Korea, Spain, Turkey, Ukraine, United Arab Emirates, and the United Kingdom would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.

As a result of the ITC’s affirmative determinations, the existing orders on imports of this product from Belarus, Italy, Russia, South Africa, South Korea, Spain, Turkey, Ukraine, United Arab Emirates, and the United Kingdom will remain in place.

The US Department of Commerce (DOC) has announced that it has again amended the order and the final determination regarding its antidumping investigation on imports of reinforcing bars from Turkey, on the grounds that the final determination was not in harmony with the United States Court of International Trade (CIT).

Accordingly, the DOC has determined the following new dumping margins:

HABAS – 3.96 percent

ICDAS – 4.17 percent

All others – 4.07 percent

In May 2017, the DOC announced its final determination in the antidumping investigation covering the period between July 1, 2015 and June 30, 2016, determining dumping margins of 5.39 percent for HABAS 8.17 percent for ICDAS and 6.94 percent for all others. After HABAS and ICDAS appealed the decision, the CIT remanded the DOC’s decision and requested the DOC to recalculate the dumping margins. In July 2017, the DOC amended its antidumping order regarding its antidumping investigation on imports of reinforcing bars from Turkey.
