			<content:encoded><![CDATA[<p>The Canada Border Services Agency (CBSA) has announced the final determination of its antidumping (AD) duty investigation against certain wire rod from China, Egypt and Vietnam.</p>
<p>The determined dumping margins are as follows:</p>
<ul>
<li>Jiangsu Shagang (China) : 34.0 percent</li>
<li>All other Chinese companies : 46.2 percent</li>
<li>Suez Steel (Egypt) : 8.6 percent</li>
<li>All other companies in Egypt : 21.3 percent</li>
<li>Hoa Phat Dung Quat Steel (Vietnam) : 17.7 percent</li>
<li>Hoa Phat Hai Duong Steel (Vietnam) : 13.5 percent</li>
</ul>
<p>The Canadian International Trade Tribunal is continuing its inquiry into the question of injury to the domestic industry and will make a finding by October 4, 2024.</p>

<p>The review launched upon the application lodged by Jiangsu Shagang and Hunan Valin covers the period between April 1, 2016 and March 31, 2017 and covers the exports of the goods to Australia from China by Jiangsu Shagang and Hunan Valin.</p>
<p>The products subject to antidumping review currently fall under Customs Tariff Statistics Position Number 7213.10.00, 7214.20.00, 7227.90.10, 7227.90.90, 7228.30.10, 7228.30.90 and 7228.60.10.</p>

			<content:encoded><![CDATA[<p>The Chilean government has applied definite, ad-valorem anti-dumping duties over the imports of Chinese wire rod.</p>
<p>The Chilean government accepted the recommendation of the country’s price distortion commission, CNDP, and has decided to apply definite duties ranging from 28.8 to 38.0 percent over the imports of Chinese origin wire rod. The duties were effective as of April 22, 2017, and will last for one year.</p>
<p>According to the Chilean government, the anti-dumping duties will be implemented as follows:</p>
<ul>
<li>Benxi Beitai Gaosu Steel Wire Rod Co : 28.8 percent</li>
<li>Jiangsu Shagang Group Co. Ltd : 30.8 percent</li>
<li>All other Chinese exporters will pay a 38.0 percent duty.</li>
</ul>
<p>The Chilean government said the products subject to the levies fall under the local HTS codes: 7213.2000, 7213.9110, 7213.9120, 7213.9190, 7213.9900, 7227.1000, 7227.2000 and 7227.9000. Cold heading quality (CHQ) wire rods were excluded from the anti-dumping duties.</p>

<p>The final dumping margins in the AD investigation are:</p>
<p>I. Three “separate rate” companies: 106.19%.</p>
<ul>
<li>Hunan Valin Xiangtan Iron &amp; Steel Co., Ltd.;</li>
<li>Jiangsu Shagang International Trade Co., Ltd.;</li>
<li>Rizhao Steel Wire Co., Ltd.</li>
</ul>
<p>II. China-wide rate (i.e., all other Chinese producers and exporters) – 110.25%.</p>
<p>In the case of imports from “separate rate” company Jiangsu Shagang International Trade Co., Ltd., the producer of the wire rod exported by Jiangsu Shagang must be one of the following six mills to qualify for the 106.19% dumping margin:</p>
<ol>
<li>Zhangjiagang Shajing Steel Co. Ltd.;</li>
<li>Zhangjiagang Runzhong Steel Co., Ltd.;</li>
<li>Zhangjiagang Hongxing Gaoxian Co., Ltd.;</li>
<li>Zhangjiagang Rongsheng Steel-Making Co., Ltd.;</li>
<li>Jiangsu Runzhong High-Tech Co., Ltd.; o</li>
<li>Zhangjiagang Hongchang Gaoxian Co., Ltd.</li>
</ol>
<p>The China-wide rate of 110.25% covers, among others, Benxi Beiying Iron and Steel Group Imp. and Exp. Corp. Ltd. and the Benxi group of companies; Tangshan Iron and Steel Group Co. Ltd.; Angang Group International Trade Corporation; Qingdao Iron and Steel Co., Ltd.; Jiangsu Yonggang Group Co. Ltd.: and Baotou Steel International Economic &amp; Trading Co., Ltd.</p>
<p>The final subsidy margins in the CVD investigation are:</p>
<ul>
<li>Benxi Steel, which includes 15 affiliated companies – 193.31%</li>
<li>Hebei Iron &amp; Steel Co. Ltd. Tangshan Branch – 178.46%</li>
<li>All other Chinese producers and exporters – 185.89%</li>
</ul>
<p>The US International Trade Commission (ITC) made a negative final determination of critical circumstances with respect to both the AD and the CVD investigations, so critical circumstances do not apply to either order.</p>

			<content:encoded><![CDATA[<p>The US Department of Commerce (US DOC) announced Thursday its affirmative final determinations in the antidumping duty and countervailing duty investigations of imports of carbon and certain alloy steel wire rod from the People’s Republic of China (China).</p>
<p>The US DOC determined that imports of carbon and certain alloy steel wire rod from China have been sold in the United States at dumping margins ranging from 106.19 percent to 110.25 percent. Additionally, producers/exporters of carbon and certain alloy steel wire rod from China have received countervailable subsidies ranging from 178.46 percent to 193.31 percent, according to the US DOC.</p>
<p>In the antidumping investigation, mandatory respondents Benxi Iron and Steel Group Imp. and Exp. Corp. Ltd. and Tangshan Iron and Steel Group Co. Ltd. failed to respond to the US DOC’s requests for information and were deemed to be part of the China-wide entity. Accordingly, they received a final dumping margin of 110.25 percent. Separate rate applicants Hunan Valin Xiangtan Iron &amp; Steel Co., Ltd. (Hunan Valin), Jiangsu Shagang International Trade Co., Ltd. (Shagang), and Rizhao Steel Wire Co., Ltd. (Rizhao) each received a final dumping margin of 106.19 percent. All other producers/exporters in China received the China-wide margin of 110.25 percent.</p>
<p>In the countervailing duty investigation, mandatory respondent Benxi Beiying Iron &amp; Steel Group Import &amp; Export Corp., Benxi Beiying Iron &amp; Steel (Group) Co., Ltd., and 13 affiliates (collectively Benxi Steel) received a final subsidy rate of 193.31 percent. Mandatory respondent Hebei Iron &amp; Steel Co. Ltd. Tangshan Branch (Hebei Iron &amp; Steel) received a final subsidy rate of 178.46 percent. All other producers/exporters in China were assigned a final subsidy rate of 185.89 percent.</p>
<p>For the final determinations, the US DOC determined that critical circumstances exist with respect to imports of the subject merchandise from all exporters except Hunan Valin, Shagang, and Rizhao in the AD investigation, and from all exporters in the countervailing duty investigation.</p>
<p>The petitioners for these investigations were ArcelorMittal USA LLC, Charter Steel, Evraz Pueblo, Gerdau Long Steel North America, Keystone Consolidated Industries, Inc., and Nucor Corporation.</p>
<p>The ITC is scheduled to make its final injury determination on or before December 26, 2014.</p>

			<content:encoded><![CDATA[<p>The US DOC announced the preliminary duties on imports of carbon and alloy steel wire rods from China. Accordingly; Rizhao Steel Wire Co, Hunan Valin Xiangtan Iron &amp; Steel, and Jiangsu Shagang International Trade Co (a subsidiary of Jiangsu Shagang Group) were all assigned a preliminary duty of  106.19%. All other producers were assigned a duty of 110.25%</p>
<p>The US DOC previously set preliminary CVD margins of 81.36% for Hebei Iron&amp;Steel, and 10.30% for Benxi Steel and all other producers in China.</p>
<p>The final decision will be made by November 12th by the US DOC which is to be followed by the final decision of the US International Trade Commission in December.</p>
