			<content:encoded><![CDATA[<p>The US Department of Commerce (DOC) has announced the final results of the sunset review of the countervailing duty (CVD) order on carbon and alloy steel wire rod from Italy.</p>
<p>The DOC found that revocation of the countervailing duty (CVD) order on the given product from the country would be likely to lead to a continuation or recurrence of subsidies. The final subsidy rates are at 44.18 percent for Ferriera Valsider, and 4.16 percent for Ferriere Nord and all other Italian companies.</p>
<p>The subject merchandise is provided for in subheadings 7213.91.3011, 7213.91.3015, 7213.91.3020, 7213.91.3093, 7213.91.4500, 7213.91.6000, 7213.99.0030, 7227.20.0030, 7227.20.0080, 7227.90.6010, 7227.90.6020, 7227.90.6030, and 7227.90.6035 of the Harmonized Tariff Schedule of the United States (HTSUS).</p>

<p>The petitioners for the investigations are Gerdau Ameristeel US Inc., Nucor Corporation, Keystone Consolidated Industries and Charter Steel.</p>
<p>If the US International Trade Commission (ITC) makes affirmative final injury determinations, the DOC will issue antidumping and countervailing duty orders. If the ITC makes negative final determinations of injury, the investigations will be terminated and no orders will be issued. The ITC is expected to announce its decision on May 3.</p>

			<content:encoded><![CDATA[<p>The US International Trade Commission (US ITC) has announced that it has imposed preliminary antidumping duty on imports of carbon and alloy steel wire rod from Italy, South Korea, South Africa, Spain, Turkey, Ukraine, and the United Kingdom. The US Department of Commerce is scheduled to announce its final determinations on or about January 8, 2018, while the ITC is scheduled to make its final injury determinations in February 22, 2018.</p>
<p>The products in question currently fall under the Harmonized Tariff Schedule of the United States (HTSUS) 7213.91.3011, 7213.91.3015, 7213.91.3020, 7213.91.3093, 7213.91.4500, 7213.91.6000, 7213.99.0030, 7227.20.0030, 7227.20.0080, 7227.90.6010, 7227.90.6020, 7227.90.6030 and 7227.90.6035.</p>

			<content:encoded><![CDATA[<p>The US Department of Commerce (US DOC) announced the affirmative preliminary determinations in the countervailing duty (CVD) investigations of carbon and alloy steel wire rod, finding that exporters of subject merchandise from Italy and Turkey received countervailable subsidies. The petitioners are Gerdau Ameristeel US, Inc., Nucor, Keystone Consolidated Industries, and Charter Steel.</p>
<p>In the Italy CVD investigation, the US DOC calculated the following preliminary subsidy rates:</p>
<ul>
<li>Ferriere Nord S.p.A.                                              :  1.70 percent</li>
<li>Ferriera Valsider S.p.A.                                        : 44.18 percent</li>
<li>all other producers and exporters                      :  1.70 percent</li>
</ul>
<p>The rate calculated for Ferriera Valsider S.p.A was based on adverse facts available due to its failure to fully cooperate in the investigation.</p>
<p>In the Turkey CVD investigation, the US DOC calculated the following preliminary subsidy rates:</p>
<ul>
<li>Habas                                                                       :  2.27 percent</li>
<li>Icdas                                                                         : de minimis</li>
<li>all other producers and exporters                      :  2.27 percent</li>
</ul>
<p>The US DOC also determined that critical circumstances exist in the Turkey investigation for certain exporters, allowing for collection of duties for a retroactive period of 90 days.</p>
<p>Cash deposits from importers of carbon and alloy steel wire rod from Italy and Turkey will be collected based on these preliminary rates.</p>
<p>Unless the final determinations are aligned with the concurrent antidumping duty investigations, the US DOC is currently scheduled to announce its final CVD determinations on November 9.</p>

			<content:encoded><![CDATA[<p>The Italian Competition Authority has included two Italian reinforcing bar producers, Ferriere Nord and Riva Acciaio, in its investigation launched in October 2015 on major Italian companies that produce and sell reinforcing bar and steel mesh. This inclusion came after a separate investigation regarding Nuovo Campsider Association, a branch of the Italian steel association Federacciai, found that market information regarding scrap was shared among Italian steel producers.</p>
<p>The investigation addresses the issue of a horizontal agreement coordinating at least two components of sales price i.e., base price and size extras for both reinforcing bar and mesh. The investigation will be completed by December 31, 2016.</p>
