US issues final results of antidumping sunset reviews on PC strand imports from 15 countries

The US Department of Commerce (DOC) has issued the final results of the expedited first sunset reviews of the antidumping duty (AD) orders on prestressed concrete steel wire strand (PC strand) from Argentina, Colombia, Egypt, Indonesia, Italy, Malaysia, the Netherlands, Saudi Arabia, South Africa, Spain, Taiwan, Tunisia, Türkiye, Ukraine, and the United Arab Emirates, determining that revocation of the orders would likely lead to continuation or recurrence of dumping.

Weighted-average dumping margins likely to prevail if the orders were revoked are up to

60.40 percent for Argentina,
86.09 percent for Colombia,
29.72 percent for Egypt,
72.28 percent for Indonesia,
19.26 percent for Italy,
26.95 percent for Malaysia,
30.86 percent for the Netherlands,
194.40 percent for Saudi Arabia,
155.10 percent for South Africa,
14.75 percent for Spain,
23.89 percent for Taiwan,
30.58 percent for Tunisia,
53.65 percent for Türkiye,
19.30 percent for Ukraine,
170.65 percent for the UAE

The AD orders were originally issued on February 1, 2021, for Argentina, Colombia, Egypt, the Netherlands, Saudi Arabia, Taiwan, Türkiye, and the UAE, and on June 4, 2021, for Indonesia, Italy, Malaysia, South Africa, Spain, Tunisia, and Ukraine. The sunset reviews were initiated on January 2, 2026, and the final results were published on May 4, 2026.

Colombia imposes antidumping duty on wire rod imports from China

The Colombian Ministry of Commerce, Industry and Tourism (MINCIT) has announced that it has imposed antidumping duty on imports of wire rod of iron or non-alloy steel or other alloy steel, of circular cross section diameter less than 14 millimeters, with a carbon content less than 0.45 percent by weight, from China.

According to MINCIT, the antidumping duty is valid for a period of five years and consists of a value corresponding to the difference between the FOB base price of $419/mt and the FOB price declared by the importer, if the latter is less than the base price.

The products subject to the antidumping duties currently fall under Customs Tariff Statistics Position Numbers 7213.91.90.10, 7213.91.10.10, 7227.90.00.11 and 7227.90.00.90.

Colombia extended existing antidumping duties on imports of wire rod from China

Colombia’s ministry of commerce, industry and tourism, MINCIT, has extended existing provisional antidumping duties on the imports of wire rod from China, it said.

According to MINCIT, the levies were extended for two more months, and correspond to the “difference between base FOB $541.06/mt price and the FOB price declared for the imported product, always and whenever the last is cheaper than the base price.”

The provisional antidumping duties apply to both alloy and non-alloy wire rods with a diameter inferior to 14 mm, as well as those with a carbon content, which corresponds to less than 0.45 percent of its weight. The products subject to the provisional antidumping duties currently fall under Customs Tariff Statistics Position Numbers 7213.91.90.10, 7213.91.10.10, 7227.90.00.11 and 7227.90.00.90.

Provisional antidumping duties on Chinese wire rod imports to Colombia

The Colombian ministry of commerce, industry and tourism, MINCIT, has applied provisional antidumping measures on imports of wire rod from China, according to a recent government resolution.

According to MINCIT, the levies are now effective and will last for a period of four months, and correspond to the “difference between base FOB $541.06/mt price and the FOB price declared for the imported product, always and whenever the last is cheaper than the base price.” MINCIT said the provisional duties aren’t applicable for the imports already shipped to Colombia before the resolution took place on September 29, 2015.

MINCIT said it found evidences of dumping practices in the imports of the product coming from China. The products subject to the levies include both alloy and non-alloy wire rods with a diameter inferior to 14 mm, as well as those with a carbon content, which corresponds to less than 0.45 percent of its weight.

The products subject to the provisional antidumping duties currently fall under Customs Tariff Statistics Position Numbers 7213.91.90.10, 7213.91.10.10, 7227.90.00.11 and 7227.90.00.90. At the same time it applied provisional AD duties on the imported steel, MINCIT also said it will continue investigating the imports of these products from China.
