			<content:encoded><![CDATA[<p>The US Department of Commerce (US DOC) has released its final results in the administrative review of the antidumping order on carbon and certain alloy steel wire rod from Mexico. The review covered two Mexican producers/exporters, ArcelorMittal Las Truchas and Deacero, during the period from October 1, 2014 through September 30, 2015.</p>
<p>The US DOC assigned a final dumping margin of 40.52 percent to Deacero, based on adverse facts available (AFA) because Deacero allegedly made significant and unsubstantiated changes to its cost database but mischaracterized those changes as minor.  Consequently, the DOC assigned the highest dumping margin in the petition to Deacero as AFA.</p>
<p>The US DOC determined that ArcelorMittal Las Truchas made no shipments of subject wire rod to the United States during the period of review.  As such, the dumping duty deposit rates are now as follows:</p>
<ul>
<li>Deacero                                       : 40.52 percent</li>
<li>ArcelorMittal Las Truchas      :    2.59 percent</li>

			<content:encoded><![CDATA[<p>The Brazilian government has announced that it has initiated an antidumping investigation on rebar imports from Turkey. The investigation was launched upon the complaint lodged by local producers Gerdau and ArcelorMittal, which claimed that rebar imports from Turkey were dumped and have been causing material injury to the domestic industry. The investigation covers the period between July 2014 and June 2015.</p>
<p>In their application, Gerdau and ArcelorMittal claimed that in Turkey rebar was sold at $606.63/mt, while in Brazil Turkey sold the product at $555.27/mt. The products subject to antidumping investigation currently fall within the Customs Tariff Statistics Position Numbers 7213.10.00, 7214.20.00, 7227.20.00, 7227.90.00 and 7228.30.00.</p>

			<content:encoded><![CDATA[<p>The Mexican economy secretariat, SE, has started AD investigations on imports of wire rod from China, it said on September the 1st, following recent countervailing duties applied on imports of  graphite electrodes for electric arc furnaces from the Asian country.</p>
<p>SE said it accepted the request of local producers ArcelorMittal, Deacero and Ternium, which claim the imports of the product from China had followed unfair trade practices. SE said the investigations will comprise both the definite and provisional external purchases of the steel.</p>
<p>SE said the period of investigation will go from April 1, 2014, to March 2015, while the period of analysis of the damages and casualness that are reportedly to have affected the local producers will start on 1 April 2012 to March 31, 2015.</p>
<p>The products subject to the AD investigations fall under Customs Tariff Statistics Position Numbers 7213.10.01, 7213.20.01, 7213.91.01, 7213.91.02, 7213.99.01, 7213.99.99, 7227.10.01, 7227.20.01, 7227.90.01 and 7227.90.99, SE said.</p>

			<content:encoded><![CDATA[<p>The US Department of Commerce (US DOC) announced Thursday its affirmative final determinations in the antidumping duty and countervailing duty investigations of imports of carbon and certain alloy steel wire rod from the People’s Republic of China (China).</p>
<p>The US DOC determined that imports of carbon and certain alloy steel wire rod from China have been sold in the United States at dumping margins ranging from 106.19 percent to 110.25 percent. Additionally, producers/exporters of carbon and certain alloy steel wire rod from China have received countervailable subsidies ranging from 178.46 percent to 193.31 percent, according to the US DOC.</p>
<p>In the antidumping investigation, mandatory respondents Benxi Iron and Steel Group Imp. and Exp. Corp. Ltd. and Tangshan Iron and Steel Group Co. Ltd. failed to respond to the US DOC’s requests for information and were deemed to be part of the China-wide entity. Accordingly, they received a final dumping margin of 110.25 percent. Separate rate applicants Hunan Valin Xiangtan Iron &amp; Steel Co., Ltd. (Hunan Valin), Jiangsu Shagang International Trade Co., Ltd. (Shagang), and Rizhao Steel Wire Co., Ltd. (Rizhao) each received a final dumping margin of 106.19 percent. All other producers/exporters in China received the China-wide margin of 110.25 percent.</p>
<p>In the countervailing duty investigation, mandatory respondent Benxi Beiying Iron &amp; Steel Group Import &amp; Export Corp., Benxi Beiying Iron &amp; Steel (Group) Co., Ltd., and 13 affiliates (collectively Benxi Steel) received a final subsidy rate of 193.31 percent. Mandatory respondent Hebei Iron &amp; Steel Co. Ltd. Tangshan Branch (Hebei Iron &amp; Steel) received a final subsidy rate of 178.46 percent. All other producers/exporters in China were assigned a final subsidy rate of 185.89 percent.</p>
<p>For the final determinations, the US DOC determined that critical circumstances exist with respect to imports of the subject merchandise from all exporters except Hunan Valin, Shagang, and Rizhao in the AD investigation, and from all exporters in the countervailing duty investigation.</p>
<p>The petitioners for these investigations were ArcelorMittal USA LLC, Charter Steel, Evraz Pueblo, Gerdau Long Steel North America, Keystone Consolidated Industries, Inc., and Nucor Corporation.</p>
<p>The ITC is scheduled to make its final injury determination on or before December 26, 2014.</p>
